The Bursary is responsible for the management of the Polytechnic's financial activities.
With the aim of helping the Polytechnic achieve its goals and objectives, the department performs strategic advisory role to the Council and Management of the Polytechnic. Other functions of the department include but are not limited to:
Developing and implementing manual and computerized accounting and financial management system and procedure as well as control system.
Timely preparation and presentation of an IFRS compliance periodic financial statement and other routine reports of the Polytechnic.
Safeguarding and keeping proper records of all assets of the Polytechnic.
Ensuring effective execution of the annual audit of the Polytechnic's financial record.
Monitoring and ensuring the efficient and effective management of Property Plant and Equipment (PPE), Working Capital, Receivables and Payables of the Polytechnic.
Monitoring funds received from donors and other agencies to ensure they are judiciously utilized for specified purposes.
Annual capital and recurrent budget preparation budget monitoring and control activities.
Supervising the activities of business venture established by the Polytechnic.
Maintaining and managing the Polytechnic's investment portfolio.

Venatius Ngozi Anyanwuocha was born on August 30, 1968, and happily married with four children (Kamsi, Kene, Kaeside and Kamara). He hails from Mpam, Ekwerazu in Ahiazu Mbaise LGA of Imo State, Nigeria. Mr Anyanwuocha is a two-time alumnus of the University of Calabar, Calabar with a Bachelor of Science Degree in Accounting (Second class Honours, Upper Division) and an MBA in Finance. He is a professional Accountant with over 20 years post qualification experience and a member of the following professional associations
i) Fellow Institute of Chartered Accountants of Nigeria – ICAN
ii) Fellow Chartered Institute of Forensic and Investigative Auditors of Nigeria – CFIA
iii) Fellow Occupational Safety and Health Association – FOSHA UK
Prior to joining the Federal Polytechnic Nekede, Mr Anyanwuocha had over 20 years of experience in the middle, senior and top management positions in private sector organizations in the areas of Accounting, Banking, Audit, and Assurance, Consulting, Business incubation and financial advisory. He also holds a certificate of proficiency in International Financial Reporting - IFRS
He is currently the Bursar and Chief Financial Officer of the Federal Polytechnic Nekede, Owerri with responsibility for managing the financial operations of the institution and providing financial advice to Rector, Management and Council.
He is highly numerate with good ICT and people management skills. He leads teams to achieve efficiency and high performance. He has led several project teams and committees of the Polytechnic on several assignments with excellent records of achievement. He is a recipient of several awards for community and church services.
He has attended several management development training courses, conferences, workshops and seminars both locally and abroad. He is a Christian of Catholic denomination and maintains healthy social relationships within and outside the workplace.
Mr. Anyanwuocha is also currently the Vice President of the Committee of Federal Polytechnic Bursars – COFEB. He has just been nominated a Justice of Peace (JP) and is awaiting the formal Investiture.
ACHIEVEMENTS RECORDED SO FAR SINCE APPOINTMENT:
The following achievements are traceable to Ven Anyanwuocha along with his team.
1) In 2020, He successfully led the implementation of the change to the new Organizational structure in the Bursary Division in line with the new structure advised by the Accountant General of the Federation to all MDAs to restructure the Accounts and Finance departments. It is worthy of note that the Federal Polytechnic Nekede was the first Polytechnic to implement the new organogram
2) Ensured the Successful completion of the Audit of the statutory audit of the Polytechnic Nekede for 2018, 2019, 2020 and 2021 financial years. These accounts were in arrears before his assumption of office in 2020.
3) Successful migration of payment of staff monthly salaries from GIFMIS to IPPIS
4) Good working relationship with supervisory, anti-graft and supervisory agencies - OAGF, OAuGF, BOF, FME, NBTE, EFCC, ICPC etc
5) Ensured that all approved welfare packages for staff are implemented subject to funds availability
6) Successful enrolment of staff into the Integrated Personnel Payroll Information System (IPPIS) and prompt reconciliation and resolution of staff salary issues with IPPIS
7) More qualified Chartered Accountants are now available;
8) Changed manual voucher writing to the printed vouchers to improve hygiene, ease storage, ensure quick retrieval and save cost.
9) Successful payment of all 2018 and 2019 promotion arrears with minimal complaints.
10) Introduced several new IGR areas and strengthened control of existing ones to check income leakages. These areas include the Hologram stamp, Polytechnic Tissue Factory, Farm Estates
11) Successfully implemented the Stamp Duty Act in February 2020
12) Digitalization of the Bursary Division by ensuring that every work schedule is in Excel format
13) Pushed for the introduction of the policy of printing both sides of the paper, use of recycled papers to produce drafts, removing the dependence of Polytechnic-owned businesses on the institution for diesel, furniture and stationery supply
14) Encouraging professional development of staff through attendance of annual conferences, workshops, seminars, in-plant training etc.
