BRIEF HISTORY OF THE DEPARTMENT OF URBAN & REGIONAL PLANNING

The Department of Town and Regional Planning was introduced in the Institution in the 1979/80 academic year. At inception, it existed alongside other departments (Department of Building/Quantity Surveying, Architecture and Land Surveying) created at the same time, which formed the School of Environmental Design headed by a Director from 1979 to 1985.  The department was headed by TPL. Dr C. L. Odimuko later became the Rector of Abia State Polytechnic between 1992 and 2000, and also the president of the Nigerian Institute of Town Planners (NITP) From 1985-1988, the Department was under the headship of TPL. Dr A. O. Ohakwe, was the Director of Project and Evaluation of the Institution, from 1989-1991, and the Director of Weekend Programme from 2011-2014.  The department was headed by Surv. E. I. Chimezie and from 1992-1995 the department was under the headship of TPL. Dr E. F. Ogbonna later became the Director of the School of Environmental Design between 2000 and 2002. Between 1996 and 1999, the affairs of the department were piloted by TPL. Dr O. N. Ezirim, the current Director of Academic Planning and Quality Development (APQD) of the institution.  The late TPL. C. U. Ibe came on board as the head of the department from 2000-2001.  In 2002, TPL. Dr A. O. Ohakwe was reappointed as the head of the department from 2002-2005.  TPL. B. C. Atuegbu was appointed as the head of the department from 2006 – November 2007.  In December 2007, TPL. Dr E. F. Ogbonna became the head of the department of Urban and Regional Planning.  He left the office in March 2009 for further studies.  TPL. Duruzoechi N. F. handled the affairs of the department from April 2009 until January 21, 2011.  From January 22nd 2011 then till November 2014 TPL. Osuji Granville was in charge of the department before Tpl. Dr E. F. Ogbona took over again as the head of the department.

The other heads of the Department include Tpl. B. C. Atuegbu, Tpl. Osuji Graville and the current Head of Department, Tpl. Duru Marcus N.


The Post Graduate Diploma (POST HND) is accredited by the NITP and TOPREC – THE OFFICIAL BODY RECOGNIZED FOR THE PRACTICE OF Urban and Regional Planning in Nigeria. The Post Graduate Diploma Programme was mounted in the Department of Urban and Regional Planning, Federal Polytechnic Nekede in the 2009/2010 Academic session to train Higher National Diploma graduates to be professionals in the field/discipline, with its catchment areas within South-East and South-South geopolitical zones of Nigeria.


The department had faced the Resource inspection (Accreditation) warranting the maintenance of the programme in 2009.  The second accreditation exercise was in 2016 which covered the 2014/2015, 2015/2016, 2016/2017 and 2017/2018 academic sessions.  The re-accreditation is due in 2020. The school had paid for the accreditation visitation fees to TOPREC in 2019 but the COVID-19 affected the visitation.  However, the Post Graduate Diploma Programme faced Accreditation in 2021 and passed the accreditation which extended to the 2023/2024 academic session.

The department has graduated the 1st, 2nd and 3rd sets while the 4th set has completed all their written examinations and dissertations being defended, that is, the 2017/2018 set.

However, the Head of the Department controls the academic affairs of ND, HND and Post Graduate Diploma students.


THE VISION STATEMENT OF THE DEPARTMENT

The vision of the department is to train and produce middle / high-class manpower in Nigeria at National Diploma (ND), Higher National Diploma (HND) and Full Professional Diploma (FPD) levels in Urban and Regional Planning and to produce technologists in Urban and Regional Planning, capable of assisting professional planners

  • THE MISSION STATEMENT OF THE DEPARTMENT 
  • The department offers National Diploma (ND), Higher National Diploma (HND) and Post HND (Full professional Diploma (FPD) programmes to train high-income man-power class in Nigeria.

GOAL AND OBJECTIVES OF THE PROGRAMME

The programme is designed to produce technical manpower in Town & Regional Planning who is capable of assisting technologists and professional Urban Planners in their duties. Specifically, the products of the programme should be able to:

a)         Understand the nature and purpose of physical planning at the National, Regional, State and Local levels.

b)         Understand the form and structure of Urban and Rural Settlements.

c)         Understand the nature and scale of Urban and Rural problems and the general planning approaches to their solutions.

d)         Appreciate the elementary social, economic and legal basis of planning.

e)         Demonstrate adequate skill in the basic technique of land use planning, (survey, site planning, sub-division etc).

f)          Demonstrate a working ability in verbal, written and design communication.


10.1b      Higher National Diploma (HND) in Urban & Regional Planning

GOALS AND OBJECTIVES 

The programme is designed to produce technologists in Urban and Regional Planning. On completion of the programme the products of the programme should be able to:

  • Understand the role of physical planning in economic development.
  • Understand the general social, economic, political and legal basis of physical planning in Nigeria.
  • Identify and analyze physical planning problems and other solutions to them.
  • Assist in the preparation of structure/master plans.
  • Prepare technical reports of various types and on various planning issues.
  • Advise planning policy and decision-makers.

These objectives are achieved:-

1.         Through the admission into the programme of candidates with prerequisite entry qualifications as stipulated by NBTE (See NBTE Curriculum and course specification for National Diploma (ND) and Higher National Diploma (HND) in urban & regional Planning (URP).

2.         By employing professionally qualified members of academic staff who are competent in imparting the knowledge within the stipulations of NBTE guidelines/syllabus, as and when appropriate (see the polytechnic’s Blue Book on Appointment and Promotion).

3.         Through satisfactory performance evaluation of all prescribed course work which includes class work, tests, quizzes, fieldwork and studio work.

4.         Through the satisfactory provision of library facilities both at the Departmental and the Polytechnic Libraries and ensuring that the resources are maximally used by students.

5.         Through the engagement of students (especially the National Diploma Programme level) on four (4) months Supervised Industrial Work Experience Scheme.

6.         Through satisfactory student performance in all semester examinations.

7.         Through satisfactory completion of all final year project works.

ENTRY REQUIREMENTS FOR THE PROGRAMMES 

Candidates who desire to be admitted into the programme should possess:

  • Five GCE ‘O’ level or WASCE or SSSC/NECO with credit passes in relevant subjects to the programme, i.e. Mathematics and English Language, one subject from the following: Economics, Geography, Technical Drawing, Statistics and one Science subject from Chemistry, Physics, Biology/ Agricultural Science, Fine Art.

Entry requirement for Higher National Diploma (HND) programme includes:

  • All the requirements for admission into the National Diploma (ND) programmes as stated above.
  • A minimum of lower credit pass (CGPA 2.50 and above) in the cognate National Diploma (ND) examination in Urban & Regional Planning. The candidate must pass the aptitude test which is set by the institution and a minimum of one year of cognate work experience.
