BRIEF HISTORY OF THE DEPARTMENT
Purchasing and supply programme of Federal Polytechnic Nekede was mounted in 1979/1980 academic session at its temporary site at government Technical College Egbu Road, Owerri. It started with an initial intake of about 28 students. The program was housed in the Department of Marketing/Purchasing and Supply. The Late Mr. O.K.Oyeoku was the only core purchasing and supply lecturer when the programme started in 1979, with two other part-time lecturers. At the end of re-accreditation exercise in 1999, the programme was separated from marketing and granted a department of its own.
The programme is run on a two tie system. On successful completion of the first two years, National Diploma is awarded to students. After at least one year Industrial attachment and successful completion of anther two year, a Higher National Diploma is also awarded to students. Until recently, the National diploma programme is under the umbrella of Business Studies as amended by National Board for Technical Education syllabus since 1993.
Purchasing and Supply programme produced its first National Diploma graduates in July, 1982, the first set of Higher National Diploma graduates was produce in July, 1983 Since then, no year has passed without producing National Diploma and Higher National Diploma graduate. The students as well as their lecturer have had the privilege of associating themselves with the local and international branches of Chattered Institute of Purchasing and Supply Management of Nigeria and chattered Institute of Purchasing AND Supply Management of Great Britain.
Final year i.e. (HND) students of the department now enter for the professional stage of the institute professional stage II examination with exemptions at the certificate, foundation and professional stage I level.
The students run an association called “The Association of Purchasing and Supply Students (APASS) to help boost students interaction among themselves. The are supervised by the lecturers that serve as patrons of the association.
Purchasing and Supply department now has eleven(11) full time core purchasing and supply lecturers.
GOALS AND OBJECTIVES OF PURCHASING
According to the 2000 NBTE curriculum and course specification Purchasing and Supply programme was set up to produce students with sound theoretical and practical knowledge as well as skills to carry out purchasing and supply functions in industry and public service effectively at both middle and top management levels.
The graduates of this programme should be able to
- Conduct a market survey on any aspect of materials and equipment on service and make appropriate recommendation to authority.
- Undertake effective procurement planning in different organizations.
- Prepare procurement Budget for different organizations.
- Identify supplies problem at appropriate levels, analyze them and design supplies strategies to overcome them.
- Prepare and execute supplies techniques.
- Identify management problems at appropriate level, analyze them and design strategies to overcome them.
- Carry out purchasing research and other similar functions.
- Prepare purchasing reports.
- Carry out man power planning for the purchasing department of different organizations.
This programme is designed to equip students with the required knowledge, skills and competencies for both the private sector and public service.

Skills Needed as a Graduate of Purchasing and Supply:
The programme itself equips students with skills like negotiation skills, using mathematics to analyze data and budgets, assessing tenders from potential suppliers, monitoring and forecasting stock levels. Prompt supplier delivery, processing invoice and keeping up with market trend. Other skills needed:
1. Strategic thinking
2. Ability to clearly express oneself both verbally and in writing.
3. Use of one’s initiative
4. Accuracy and attention to details.
5. Ability to work independently and also as a team member.
6. Networking skill etc.
Academic/Entry Requirements
The general entry requirements for the National Diploma programme are:
Senior Secondary School Certificate (SSCE) or National Examination Council (NECO).
National Board
A minimum of five credits including English and Mathematics and three other subjects from Economics, Business methods, principles of accounts, literature in English, Commerce, History, Statistics, Geography, Government, Agricultural Science or Biology.
For Higher National Diploma the requirements to meet are:
- All the requirements for admission into the National Diploma in Purchasing and Supply Management.
- A minimum of lower credit pass (CGPA) of 2.50in Business Studies or related programme and
- A minimum of one year post-National Diploma cognate work experience.
In exceptional cases National Diploma with pass grade (CGPA of 2.00-2.49) in cognate National Diploma examination with two or more years of work experience/industrial training in the specific field may be considered for admission into Higher National Diploma programme.
Course duration for both HND and ND is two (2) years each. All students are expected to be members of APASS.

Students’ carrying capacity
Carry Over: A student will be allowed to carry over to the next academic semester a maximum of five courses which must not exceed to total of fourteen credit units.
Repeat: A student will be required to repeat the year if he/she fails in the number of course exceeding a total of fourteen (14) credits but not more than twenty (20) credit units.
Withdraw: A student will be required to withdraw from the polytechnic if he/she fails in any number of course exceeding a total of twenty credits in one section.
Excess credit load permissible

PAS 111 – Principle of Purchasing I
Credit Unit 4
This course will provide the student with knowledge involved in purchasing activities and also activities involved in the determination and procurement of supplies. Understand how needs originate and their characteristics, the role and importance of purchasing function in Nigeria.
PAS 112 – Stores Administration and Control of Stock I Credit Unit 4
It is designed to provide the students with knowledge of stores procedure, statutory regulations relative to stores, safety in stores, documentation and use of computer, security aspect of stores and stores maintenance.
PAS 113 – Principles of Transport and Distribution I Credit Unit 4
It is designed to provide students with knowledge of modes and types of transport, distribution system, supply point, containerization, routing engineering and rationalization.

This course is intended to introduce the student to the knowledge of the principles of shipping, know the scope of shipping, shipping terms and documentation, vessels sailing schedules, clearance and release of goods from the wharf, containerization, marine insurance and government regulations in shipping.

PAS 311: Purchasing Practice and Techniques- Credit Unit 2
This course is intended to provide the trainee with an in depth involved in effective purchasing of goods and services in a variety of organization. They will understand specification and quality assurance, supply markets and sourcing, pricing and payment methods, various aspects of contract and negotiations, the use of purchasing records and computer, contractual aspects of purchasing, patient right and patient infringement.
PAS 312: Store Management 1

The course is intended to help develop the students in the practical methods of stores. They will understand the role and importance of stores management in the management team, understand how to manage resources, handling of storage equipments, and ABC theory in the stores, industrial relations in the store, store house operations and stock maintenance, modules of distribution of goods and materials.
PAS 313: Materials Production Planning and Control 1

This course is intended to provide students with more knowledge of production planning processes, to know the methods and how volumes are determined through sales forecast or operation the students will learn. Understand product development plans and planning for new products, acquire the knowledge of production planning process, production control methods and how to initiate control measures when and where necessary, acquire the principles and processes of production planning and control, understand how to prepare production planning programmes and the technique of work study.
PAS 320- Purchasing and Supply Management credit unit 2
The course is intended to examine alternative purchasing and supply structures and their roles within the corporate enterprise and the range of management responsibilities relative to the function.The students will understand planning within the supply function, understand organizational set up and staffing within the supply function, control within the supply function and the materials management concept.
PAS 322: Stores Management II
Credit Unit 2
The course is intended to develop the students in the practical methods offinancial control of materials in the storehouse. They will understand inventory control of goods and materials, various stock levels, economic order quantity, stock provisioning, control of stock by value (i.e stock accounting), how to code and compile stores vocabularies, standardization rationalization and variety reduction, stock taking, treatment of redundant, slow moving, obsolescence, obsolete and scrap materials.
BAM 313: Quantitative Studies in Business
Credit Unit 2
This course is designed to provide the students with the awareness towards appreciating the scope, limitations and possible application of data processing technique in industry and commerce. They will know the principals and methods of data processing, understand communication processing and storing information, understand data analysis coding, handling processing and storing in computer systems know the principal methods of collecting, validating and preparing data. (Types of equipment used) and design, its inter-relationship operations and management, nature and need for programming terminology.
PAS 323: Material Production Planning and Control 11
Credit Unit 2
This is designed to teach students how to plan and control materials to meet up with production requirement of corporations.The student will understand the role and responsibility of material planning in a production concern, effect control of material input for production purposes, understand the processes and methods of material planning and control in a corporation, understand value analysis as a tool for material cost reduction.
PAS 324 – Physical Distribution and Transportation Management

This course is intended to provide the student with the method and technique of disposal of goods and the legal implication of store-house, stock-yard, fleet management/transportation and relationship with different carriers. The students should be able to understand physical distribution and transportation plans, describe the role of routing, supply and scheduling in physical distribution and transportation, trunking and local deliveries and different modes of transport, contribution of operational research and rationalization to stores, distribution and transportation, role of insurance in distribution and transportation and system of claiming for loss and damages, transportation regulations and acts relating to liabilities in physical distribution, the need for organizational policies in distribution and transportation and economy of operations, importance of containerization in transportation.
BAM 327: Research Methodology
Credit Hours 2
This course is designed to provide the student with methods and techniques in research. The student will know the meaning and process of research, understand the scientific approach to research, process of research problem, formulate hypothesis, understand literature review, types of research, variables, sample and sample techniques, tools and techniques of research, concept of validity, research design and how to report research findings.
PAS 411: Supplies Regulation in Nigeria
Credit Unit 2
This course is expected to provide students with the understanding and working knowledge of purchasing and supply function with regard to government regulation on store as stipulated in the Financial Regulation of 1967.
The student will know purchasing and supply and the different structures, functions in the public sector and government, contribution of government stores to overall objective of government regulation on store, understand public accountability as it affects purchasing and supply in the public sector and government stores, understand government/local government regulation on purchasing and supply in the public sector and government, know the nature and handling of dangerous materials in public sector, government stores, research institution and other government agencies e.g. NEPA, Water Board. Understand quality and quality control as employed in public sector and government stores, know the contribution of suppliers to the overall objectives in the public sector and government stores.
PAS 412- Materials Management 1 credit unit 2
This course is intended to teach the students the management of material and other resources and to demonstrate the inter-relationship between departments and functions involved in the determination, handling and usage of materials, goods and services. The students will know the various functions involved in the management of materials, know the various departments that interact with materials management department and how they affect decisions, understand the supplies cycle, understand the classification of supplies and understand materials management in supplies.
PAS 413: International Purchasing I
Credit Unit 2
This course is intended to provide the students a broad understanding of the reason for international purchasing as against the local purchasing. The students will understand the reasons for international purchasing, international purchasing of suppliers, understand the procedures for international purchasing.
PAS 414- Legal Aspects of Purchasing credit unit 2
The course is designed to enable the students understand the legal aspects relating to the purchasing of goods and services. The students will understand the legal implication of purchasing decisions, know legislations affecting the sale of goods agreement, laws of agency, understand the importance of patents, trademarks and copyright laws, know detailed knowledge of contracts of employment, appreciate the need for the laws on carriage of goods, know the necessity for the law of insurance in purchasing activities, know the laws relating to negotiable instruments, understand the various laws relating to food and drugs management, hire-purchases and consumer protection.
PAS 415: Project and Contract Management
Credit Unit 2
This course is intended to provide the student with the knowledge associated with the preparation and execution of engineering contracts in both public and private sectors. The students will understand contract planning, project organization, know pre-contract considerations, understand the steps in the acceptance of tenders, tendering process in contract negotiation, know the condition of contracts and understand project appraisal.
PAS 421 – Purchasing Cases and Problems
Credit Unit 2
This integrative course is intended to develop the trainees’ ability to creatively apply mathematical/statistical, accounting and initiative skills and techniques to organizational problems solving. The student will understand various approached to case analysis, know ability to analyze different situation arising from any case or problems, understand how to prepare a clear and well structured case report, understand how to find solutions to problems or cases arising from work situations relative to purchasing and supply functions.
PAS 422: Materials Management II Credit Unit 2
This course is designed to develop the students in the management of materials resources and the administrative process to use. The students will know how to use statistical tools to determine suppliers, understand supply flow patterns, how to employ timing, frequency and distribution of orders, understand finance and economics of supplies, understand corporate policies and materials management, understand the organizing and controlling of materials management department.
PAS 423: International Purchasing II credit unit 2
This course is intended to acquaint the students with the basic functions associated with international trading and major commercial trading blocks. The students will understand methods of paying suppliers abroad, understand the role of Central bank in foreign exchange, understand international transportation system, know government assistance in international trading and understand the significance of trading blocks.
PAS 424 – Contract Analysis and Techniques
Credit Unit 3
This course is intended to provide the student with an understanding of contract analysis and techniques in Engineering and construction project. The students will comprehend engineering and construction pricing methods, understand sub-contracting in project contract, understand contract completion to time and terms of payment, understand the role of research and development in contracts, understand variations and claims, and understand contract administration.
PAS 427- Project
Credit Unit 3
This course is intended to provide the trainee with practice in the conduct of an original investigation of a subject relating to purchasing and supplyor associated functions and presenting such findings in an orderly, reasoned analytical manner. The systematic order in given field or purchasing and supply, understand research problems, acquire the necessary skills for enquiry intoproblems and analyzing them, acquire and apply the skill of report writing.
